build(deps): bump bio-formats and maven plugins for 1.2.7

Add Maven Wrapper scripts and wrapper properties for reproducible builds.
Update project and documentation version references from 1.2.6 to 1.2.7.
Refresh plugin and dependency versions, including Bio-Formats 8.5.0.
